Последовательность объявления зависимостей в pom.xml maven

Подскажите пожалуйста есть ли разница в последовательности объявлений зависимости в pom.xml. Просто при добавлении зависимостей на работу с БД, из TomCat'а пропадают страницы (не могу на них зайти)

Пример pom.xml ниже, если удалить коннектор и data-jpa то все работает корректно.
