Yandex enterprise api key is restricted but

Yandex enterprise api key is restricted but i am able to download geocode data from this url: https://enterprise.api-maps.yandex.ru/2.1/?apikey= your api key

but if i try this:

IF I REMOVE REFRER FROM HERE MAP DONT LOAD.

so if my key is restricted why is it downloading geocode data in json via that api link???
