не скролится меню в js

сейчас ссылка по которой я пытаюсь сделать скрол выглядит так <a href="тут-какой-то-алиас#ссылка-на- элемент"> как мне указать в этой строчке offsetTop = href ? 0 : $(href).offset().top-topMenuHeight+1; что бы скрол появился, пробовал так offsetTop = href === "#" ? 0 : $(href).offset().top-topMenuHeight+1; не работает, c первым вариантом работает скрол только вверх `
