What programs are there for image processing that could change the palette of an image in accordance with a given set of colors?

Can you please tell me if there are programs for image processing that could change the palette of an image in accordance with a given set of colors? For example, my page uses mostly black, green and blue colors. I want the original image to be modified in such a way that these particular shades are especially highlighted, and the rest become a little more blue and green. Many programs allow you to add certain shades (one at a time) and make the image more reddish, yellowish, greenish, etc., but I am interested in the possibility of protruding a given set of colors.
