Проблемы с кодировкой страницы Spring mvc

Есть Html страница с неким дизайном. Русская кодировка не работает. Я нашел как настроить кодировку с помощью xml конфиг-файла. Но проблема в том, что у меня конфиги на java файлах. А как в них настроить кодировку я не знаю. На просторах интернета не нашел. То есть вместо какого то русского слова получаю ???? ?? ?????

Подскажите как правильно настроить кодировку русского в java конфиг файлах.

Добавил в spring-config templateResolver.setCharacterEncoding("UTF-8"); Пробовал еще windows-1251, тоде не дало эффекта
