Oscar django выдает ошибку "Oscar is only available on certain servers at UTK, please modify to match your cluster configuration"

Использую Oscar django. Хотел сделать локализацию с помощью "pip install pycountry". Пакет не устанавливается по ошибке "Oscar is only available on certain servers at UTK, please modify to match your cluster configuration". Гугл не ищет. хелп
